The Deportation of the Roswell Mill Women 
One of the most direct and controversial actions Sherman took against civilians occurred in July 1864 during the Atlanta Campaign. 

• The Target: Union troops captured the textile mills in Roswell and New Manchester, Georgia. These mills were actively producing tent cloth and uniforms for the Confederate military.
• The Action: Sherman declared the factory workers to be traitors. He ordered the arrest and deportation of over 400 mill workers, nearly all of whom were women and children.
• The Aftermath: They were loaded onto trains and unceremoniously sent north across the Ohio River into Indiana and Illinois. Left destitute and far from home, many struggled to survive, and few were ever able to return to Georgia. Today, a monument stands in Old Mill Park to honor them. 

2. The Expulsion of Atlanta's Civilians
After capturing Atlanta in September 1864, Sherman determined that the city would serve strictly as a military garrison. 

• The Decree: He ordered the entire civilian population to evacuate the city. This forced thousands of families, composed mostly of women, children, and the elderly, to leave.
